        This is a debate we can get into if you wish. Until we have the 
inherent insecurity of capital ownership worked out in specific proposals, I 
personally do not think it makes any sense as an alternative to our existing 
social security system, just as I do not think it provides a reasonable 
alternative to collective bargaining. I am not interested in opening this 
debate until we have some ownership proposals adopted that I am convinced will 
replace the need for SS.
